張顯耀案 蔡英文：馬總統難辭其咎

陸委會副主委張顯耀疑似洩密案，民進黨中常會今天下午邀國安會前秘書長陳忠信專案報告，蔡英文會後發表聲明說，總統是國家元首，也是憲法國安體系最高負責人，馬英九總統在此案既是決策者，也是關係人，至今卻仍未向全民做任何交代，也無表示歉意，任由下屬自行其事、操弄視聽、混亂政局，政府威信蕩然無存，兩岸與對外關係也受到衝擊與傷害，「總統個人難辭其咎」。她呼籲馬總統向人民道歉，國安體系也須有人負起政治責任。

她表示，張顯耀案，司法單位應深入調查，讓案情水落石出，全民也應督促政府改善國安、兩岸決策機制。

蔡英文也說，此事件暴露執政當局的兩岸決策與協商模式，對內無法整合團隊意志，對外無法取信人民，若長久下去，將造成兩岸關係穩定發展的根本威脅。
