民進黨立委趙天麟17日表示，已訪談到與洪仲丘一同被關禁閉的禁閉生，還原當時在監視器畫面中消失的現場情況。趙天麟要求軍檢依照證人保護法將所有同期禁閉生列為保護對象。
趙天麟在臉書粉絲團表示，依據該名禁閉生目擊轉述，關於消失的影帶內容分為兩部分，一為7月1日下午2：00至3：20，其一為其內容為進行基本教練的蹲下訓練，洪仲丘曾表示右腳扭傷，戒護士要求換腳繼續練習，導致左腳也扭傷。
另外，7月3日下午5：30消失的30分鐘，其內容為洪仲丘在操課回禁閉寢後向戒護士反應有過氣喘疾病身體不適現象，在被帶離禁閉寢時曾說：「我剩三天退伍，沒必要拿自己的命開玩笑。」
據轉述，直到用餐時間，其餘禁閉生走向餐桌時發現洪仲丘雙手撐住餐桌，雙手雙腳皆在發抖。之後洪仲丘從板凳上體力不支倒臥在地全身抽蓄，戒護士即要求兩名禁閉生壓住洪仲丘手腳，戒護士才去找氧氣鋼瓶讓洪仲丘使用。
轉述指出，洪仲丘在倒地掙扎期間不斷的以憤怒又害怕的言語罵三字經，直到近20分鐘後救護車才到場將洪仲丘送離。該名禁閉生又說，洪仲丘抽蓄的過程應該先量體溫並進行急救，但戒護士卻沒這麼做，感覺非常消極。
該名禁閉生特別強調，原本禁閉室沒有急救設備，直到案發後才將相關急救設備放置禁閉室，製造出原就有急救設備的假象。
趙天麟要求，既然國防部已啟動證人保護法，軍檢應立即將當時同關禁閉室的所有禁閉生依證人保護法列為保護對象，並依第13條「命付短期生活安置，指定安置機關，在一定期間內將受保護人安置於適當環境或協助轉業，並給予生活照料。」將所有人移出原單位予以保護，直到平安退伍。
